    Position: Agriculture and Environmental Program Support Specialist

    Department: Agriculture and Environmental Services

    Reports to: Director of Agriculture and Environmental Resources

    Term: Full-time position, Monday through Friday, 40 hours per week with some overtime required. The municipality may consider modifying hours per week for the right candidate.

    Location: Municipal District of Ranchland administration building located in Chain Lakes Provincial Park, Alberta. The Municipal District may consider a hybrid work-from-home arrangement.

    Position Summary:

    There are two primary components to this position:

    • 1.       Deliver resource management extension programming to producers. This is done by promoting awareness and understanding of Federal and Provincial environmental stewardship initiatives through municipal social medial platforms, newsletters and in person extension events.
    • 2.       Provide advanced administrative support to the Agricultural Fieldman and Assistant Agricultural Fieldman.

    Key Responsibilities:

    • ·        Facilitate awareness and engagement in provincial and federal environmental stewardship programs—including CAP, RALP, S-CAP, and EFP—by leveraging social media platforms, conducting one-on-one outreach with producers, coordinating and supporting extension events, and assisting with program application processes.
    • ·        Act as the department grant expert by identifying and preparing grant applications to fund Municipal Agriculture and Environmental projects.
    • ·        Provide administrative support to the Agricultural Fieldman and Assistant Agricultural Fieldman
    • ·        Support the department by identifying and implementing administrative processes and procedures to improve tracking, efficiency and integrity of departmental operations.
    • ·        Assist with the development and maintenance of the Ag Department Health and Safety Program, Geographical Information System, and Website

    Qualifications & Skills

    • ·        Degree or Diploma in Business Administration and/or Environmental or Agricultural Sciences. An equivalent combination of experience and education may be considered.
    • Proficient with Microsoft Word, Excel (advanced), PowerPoint, Teams, Canva, and municipal website content management tools
    • ·        Strong critical thinking and independent problem-solving skills
    • Accountability and strong communication skills
    • Working knowledge of Esri GIS software an asset
    • Valid class 5 driver’s license, satisfactory drivers abstract & criminal record check required

    The Agricultural Services Supervisor provides technical expertise on agricultural and environmental programs within the County and administers and delivers programs under the Agriculture Service Board (ASB) and Resource Management Grants. The Supervisor ensures that the municipal responsibilities under the ASB Act, Weed Act, Ag Pest Act, Soil Conservation Act, and Animal Health Act are met.

    Reports to: Manager of Parks and Agriculture Services

    Direct Reports: Seasonal staff

    Internal Contacts: Infrastructure, Community Services, Agriculture Service Board

    External Contacts: County ratepayers, community members, rural and intermunicipal partners.

    KEY RESPONSIBILITY AREAS: % range of focus

    Leadership: (5 - 10%)

    • Lead seasonal employees, provide ongoing direction, goal setting, and coaching
    • Develop training plans and regularly evaluate performance
    • Mentor, guide, and advise staff members to aid problem-solving
    • Foster an environment of innovation and encourage continuous improvement

    • Support the County’s Health & Safety program, lead by example, identify hazards, provide training, and require personal protective equipment for staff members

    ASB Support and Administration: (35 – 45%)

    • Provide agricultural and environmental technical expertise, support and information to the department, boards, committees, ratepayers, rural and urban communities.
    • Coordinate the administration and delivery of agriculture and environmental extension programs, including program planning, communication, and delivery, including the Alberta Agriculture Extension Programming, Environmental Farm Plan program and other programs as directed by the ASB and the County.
    • Coordinate and deliver the Land Care environmental programming under the Resource Management Grant.
    • Collaborate with the Manager on the grant application, tracking and administration,
    • Communicate and collaborate with ratepayers on grant availability.
    • Support, utilize, and monitor funds available through provincial and federally funded agriculture and conservation grant programs.
    • Produce monthly newsletter and ongoing communications (e.g., articles, social media) highlighting ASB and community events and highlights.

    • Acts as recording secretary, participates in, and assists with ASB meetings.

    Weed Program Management: (25 – 35%)

    • Coordinate and supervise the seasonal staff in conducting urban and rural pest & weed inspections, control, surveys, and identification.
    • Coordinate the Herbicide Spraying Programs with guidance from the Manager.
    • Conduct and coordinate urban and rural pest and weed identification, inspections, and control.
    • Complete surveys, maintain records, and reports for pesticide and herbicide programs. • Maintain an updated inventory of chemicals.
    • Communicate with ratepayers regarding weeds and pest control.

    • Monitor maintenance and repair requirements of Ag equipment and vehicles.

    Program Administration: (20 – 30%)

    • Provide input into operating and capital budgets.
    • Provide input, data, and research into departmental and County strategic planning.
    • Prepare ASB meeting reports and other regular internal program reporting.
    • Provide input, data, and research into departmental and County strategic planning.
    • Draft and provide research for updates to policies, procedures, and bylaws. Projects and Assignments
    • Assist with Parks and Cemetery programming as needed.
    • Participate in the Association of Agricultural Fieldmen activities.

    • Complete other related work as assigned.

    QUALIFICATIONS

    Education

    • High school diploma [required]
    • Diploma or degree in agriculture or environmental studies [preferred]
    • Strong knowledge of the Legislation the department operates in, including the ASB Act, Alberta Weed Control Act, Pest Control Act, Soil Conservation Act, Animal Health Act, and Cemetery Act.

    • Will consider an equivalent combination of relevant education and experience

    Experience

    • 1 - 2 years’ experience in weed/pest identification and control, and knowledge as it pertains to the legislation [required]
    • 1-2 years of supervisory experience [preferred]
    • Experience as an Agricultural or Assistant Fieldman [asset]
    • Experience in riparian management, soil conservation, grazing management, nutrient management, and extension activities [asset].
    • Experience working on a farm [preferred]
    • Experience with towing trailers, operating equipment, and off-road vehicles [required]
    • Experience with ArcGIS and GPS [asset] 3

    • Experience working with municipal governments [asset]

    Other

    •Valid Alberta Class 5 driving license [required]
    • Alberta Pesticide Applicator Certificate of qualification in the categories of industrial, agriculture, and landscape [must hold or be eligible to obtain]

    WORKING CONDITIONS (including equipment operated)

    Position Summary

    Reporting directly to the Assistant Agricultural Fieldman, the Agricultural Services Coordinator will be responsible for providing administrative support to the Agricultural and Environmental Services department. This position requires accuracy in detail with an emphasis on independent work habits and self-motivated initiative. Strong organizational skills and the ability to work as a team member along with a high level of professionalism is required.

    This role supports the organization as a whole by providing GIS and mapping services, and backup support during absences to the Infrastructure Services department.

    Duties and Responsibilities

    Under the supervision of the Assistant Agricultural Fieldman, the duties and responsibilities of the Agricultural Services Coordinator include, but are not limited to, the following:

    General Duties – 60%

    • Provide administrative support for Agricultural Services including Transfer Stations and Hamlet Residential Waste Collection
    • Coordinate with regional stakeholders in agricultural and environmental initiatives including the Westlock Regional Waste Management Commission
    • Administer, process, and submit landfill permits applications and payments
    • Attend Agricultural Service Board (ASB) meetings; take, distribute, and archive meeting minutes, undertake and/or assist with follow up as directed
    • Prepare, issue, track, manage internal and external County documentation including transfer sites and agricultural programs, including:

    o  Tree Program;

    o Workshop & Tour registrations;

    o Equipment Rental bookings;

    o No Spray Program;

    o Enforcement of Pest Control; and

    o other ASB programs as assigned

    • Provides administrative services for County Cemeteries including, but not limited to, the sale of plots, general inquiries, updating the registry, and mapping
    • Monitor, screen, respond to, and distribute incoming calls and walk-in customer inquiries, related to Agricultural and Environmental Services
    • Interact with external contractors, residents, business contacts, municipal, provincial, and federal government officials, and administrative personnel;
    • Maintain tact, composure, and diplomacy in dealing with clients, customers, builders, and contractors
    • Perform related clerical duties, such as word processing, maintaining filing and record systems, faxing, and photocopying
    • Responsible for using confidential information appropriately and maintaining the confidentiality and security of all information related to the County and residents
    • Review operating practices, department data management, and recommends improvements where necessary and within approved budget and established policy
    • When required, provides backup coverage for Infrastructure Services Coordinator

    Financial-15%

    • Assist with input of the annual budget into Questica

    Technical – 15%

    • Research, evaluate, develop, implement, and maintain the County’s internal and external GIS Infrastructure
    • Work with AutoCAD Civil/Map 3D, ArcGIS, GIS mapping and other applications for preparation and updating technical/engineering drawings
    • Build and support mapping applications, tools, dashboards, and templates to allow users to enter and maintain department data and make data-based decisions
    • Review geospatial data for accuracy, data preparation and cleanup
    • Update and maintain spatial data within the GIS that are required by a variety of departments
    • Customize map applications to serve the needs of all stakeholders
    • Provide guidance, data-related assistance, technical support, and resources (i.e., training material, videos) to internal and external GIS and server-based database stakeholders
    • Support and assist with multi-user database and application management

    Other – 10%

    • Ensure that Westlock County’s Health and Safety Program as well as Occupational Health and Safety’s standards are followed
    • Scribe duties in the Emergency Command Centre during state of local emergency
    • Other duties and responsibilities as assigned from time to time by the General Manager of Infrastructure Services
    • Promotes a safe work environment, ensuring compliance with all government regulations, and Health & Safety policies and practices. Participation on the County’s Joint Health and Safety Committee as required

    Minimum Requirements

    Education and Experience

    • Diploma or Certificate in Business Administration or Office Administration or another related field
    • Three to five years’ experience in office administration is considered an asset
    • A combination of work experience and education may be considered
    • Previous experience working with GIS and mapping platforms and technology is an asset

    Knowledge

    • Must be proficient in Microsoft Office applications
    • Experience in a Municipal Government environment an asset
    • Understanding of Agricultural Service operations is an asset, i.e., pesticide application, greenspace maintenance, and agricultural equipment
    • Modern office practices, procedures and equipment, accurate keyboarding skills and extensive knowledge of computers and associated office software
    • Knowledge of Questica considered an asset
    • Knowledge and understanding of Westlock County policies and procedures, and relevant governmental acts and regulations
    • Basic knowledge of FOIP is required
    • Knowledge of industry mapping standards, requirements and principles is beneficial
    • working knowledge of Autodesk AutoCAD including AutoCAD for ArcGIS Plugin are an asset

    Working Conditions

    HOURS OF WORK: Monday to Friday, 8:00 a.m. to 4:30 p.m. Overtime hours may be requested occasionally.

    COMPENSATION: This is a Union position therefore wages have been set in agreement with CUPE Local 3007.

    Probationary Rate: $27.31

    Permanent Rate Grid: $29.13 – 39.33/hour

    Position Responsibilities

    Reporting to the CAO and /or designate, the Agricultural Fieldman is the Administrator for the Agricultural Service Board (ASB) and is responsible for the implementation of all Agricultural Services and Integrated Vegetation Management programs, activities, and associated services within the Municipal District of Lesser Slave River.

    AGRICULTURAL SERVICES

    • Provide agenda items and background materials for the ASB meetings and attend all ASB meetings.
    • Provide the CAO and /or designate and the ASB with pertinent information, advice, and recommendations

    • Actively manage and assist in the development and operation of horticultural and beautification programs of MD properties.
    • Maintain the Veterinary Services Incorporated (VSI) Program
    • Provide a diagnostic service for weeds, crops, trees, insects, and diseases to area residents
    • Provide unbiased agronomic information on crop, forage, and livestock production
    • Foster extension, cooperation, networking, and information sharing amongst farmers, governments, business, community organizations and industry
    • Attend and participate in other agriculture/environmental meetings, seminars, and workshops
    • Partner with AMA/Northlands for the bi-annual Farm Family Award
    • Participate in inter-municipal and inter-governmental projects and programs (i.e.: Grasshopper Survey, Drought Monitoring, Weed Survey, Crop Reports, etc.)
    • Partner with other agricultural organizations, business, community groups and industry to organize meetings, seminars, workshops, and tours
    • Administer, direct, and enforce delegated provincial legislation (ASBA, WCA, APA, SCA, and AHA), municipal policy and bylaws in an equal, consistent, and effective manner within the financial and human resource constraints of the municipality
    • Draft and enact policies and programs that meet the needs of the ASB
    • Provide information, direction and assistance on municipal, provincial, and federal government agricultural programs and services to ratepayers
    • Maintain a data base of information (program details, contact numbers, application forms, and deadlines) on current agricultural and environmental programs and services

    QUALIFICATIONS/EDUCATION/EXEPERIENCE

    • Grade 12 Diploma – Required

    Reporting to the Manager of Operations, the Agricultural Fieldman will be responsible for running agricultural programs which include vegetation management, pest control, soil conservation, extension activities, and more.     Key Responsibilities

    Leadership & Advisory:

    • Engage positively with farmers, landowners, and agricultural stakeholders to facilitate communication and collaboration while addressing public inquiries and concerns related to agriculture and municipal services.

    • Predator Control Device Permit (Form 7) is an asset.

    • First Aid certification is an asset.

    Knowledge, Skills & Attributes:

    The County of Vermilion River is seeking a highly motivated individual to join our safety-oriented team as permanent full time Agriculture Fieldman based in Kitscoty, Alberta. Reporting to the Assistant Chief Administrative Officer, the Agriculture Fieldman manages and coordinates various projects related to agricultural and municipal services. The primary purpose of this position is to implement agricultural and environmental policies and programs and manage the agricultural resources of the municipality.

    This includes but is not limited to the planning, organizing, and coordinating of agricultural and environmental initiatives within the municipality and overseeing the delivery of various municipal services. In addition to field operations, this position involves planning and administration to ensure the County’s policies and strategic plans success

    KEY RESPONSIBILITIES

    Act in an advisory and administrative capacity to the Agricultural Services Board (ASB) and Council preparing reports and agenda items, reviewing policies and bylaws.

    • Implementation of agricultural and environmental policies and programs with the County.
    • Act as a designated officer of the municipality in carrying out the functions, duties, programs and powers of the municipality under any act relating to agriculture, including but not limited to, the Weed Control Act, Agricultural Pests Act, and Soil Conservation Act and requirements of the ASB grants environmental stream.
    • Supervising and coordinating the work of departmental staff, including hiring, training and performance evaluation.
    • Engaging with farmers, landowners, and agricultural stakeholders to facilitating communication and collaboration between the municipality and the agricultural community while addressing public enquiries, complaints, and concerns related to agriculture and municipal services.
    • Implementing and overseeing initiatives to promote environmental sustainability in municipal operations and collaborate with other municipal departments to coordinate efforts and ensure alignment with overall municipal goals and priorities.
    • Developing and managing department budgets as well as long term planning.

    KNOWLEDGE SKILLS AND ABILITY

    • Knowledge of agricultural practices, including the applicable legislation related to the weed control, pest, and soil conservation acts.
    • Familiar with Municipal Services including waste management, water supply and sanitation, drainage, wildlife control and open spaces.
    • Capability to work under pressure in emergency situations requiring accurate and prompt decisions.
    • Ability to work with minimal supervision.
    • Communicate effectively and accurately, both orally and in writing.
    • The ability to lead and motivate a diverse team of employees and contractors.
    • The ability to adapt to change, unforeseen challenges, and evolving industry standards.
    • Good organizational abilities.
    • Able to deal responsibly with confidential information.
    • Demonstrate high ethical standards and integrity in all aspects of team leadership and service delivery.
    • Must possess reliable public relations and interpersonal skills to clarify facts, provide information and respond to complaints.

    QUALIFICATIONS

    • Post-secondary diploma in Agricultural Science or an equivalent combination of education, training, and experience may be considered.
    • Industrial, Agriculture and Landscape Alberta Pesticide Applicator License. Exterior Rodent Preferred.
    • 5 years of related experience with 3 years of experience supervising staff preferably within a municipality.
    • Experience in work order management would be an asset.
    • Demonstrated strong organizational, time management, coordinating and prioritizing skills, and the ability to handle many tasks concurrently.
    • Excellent understanding of Provincial policies and legislation as they affect municipal government and specific areas of responsibility.
    • Proficient in the use of Microsoft Office applications.
    • Knowledge of GIS and GPS technology would be an asset.
    • Valid Class 5 Driver’s License.
