    Required Qualifications:

    SUMMARY OF POSITION:

    The Assistant Agricultural Fieldman provides general field and administrative support in managing legislated agricultural acts, programs, services, and other assigned duties required to operate the agricultural department. This position is responsible to the Agricultural Fieldman and the Agricultural Service Board. This position is also responsible for administering the Resource Management component of the ASB program.

    RECOMMENDED TRAINING & QUALIFICATIONS:

    • Degree or Diploma is Environmental Science, Agriculture or other related field
    • Alberta Pesticide Applicator Licence with a minimum Agricultural and Industrial designation
    • Agricultural Fieldman Certification Training provided by the AAAF
    • Public Speaking
    • Basic Computer Skills
    • Certified Crop Advisor or Professional Agrologist Designation
    • Agricultural equipment operation experience
    • Safety Training: including Safety Orientation, First Aid, WHMIS 2015, National Safety Codes, and others as applicable

    KEY DUTIES AND RESPONSIBILITIES:

    1.Responsibilities:

    a)Execute all duties as assigned by the agricultural fieldman, agricultural service board or county administrator.

    b)Provide a complementary and supportive role to that of the agricultural fieldman.

    c)Attend ASB meetings at the boards or fieldman’s request and report as directed.

    d)Make recommendations to the agricultural fieldman pertaining to the ASB programs and activities.

    e)Establish healthy lines of communication between county residents and the ASB.

    f)Facilitate the delivery of the Resource Management program according to the Starland County Agricultural Service Board’s strategic plan.

    g)Coordinate public requests for rental equipment delivery, tree planting and water pumping projects, and pesticide spraying and other daily Agricultural Service Board activities. Respond to general inquiries regarding programs and services.

    h)Diagnose weed, insect, and disease problems accurately on a wide variety of agricultural crops and trees. Monitor specific insect populations during the summer season by sample counts.

    i)Create and maintain records of noxious weed locations and their control. Identify problem weeds areas on public and private lands and report or take the appropriate course of action for control.

    j)Select appropriate chemical products, including herbicides and insecticides, for pest control. Mix and apply pesticides in a personally safe and environmentally responsible manner.

    k)Help to supervise and direct staff to effectively run ASB programs.

    l)Complete other tasks as directed by the Agricultural Fieldman relating to fieldwork, special projects or administration.

    m)Cooperate with other County departments or Administration staff in completing assignments when requested.

    n)Assist with budget preparation and grant application

    o)Attend and host producer seminars, producer meetings, and extension events.

    2. Office Function:

    a)Prepare reports for agricultural service board meetings and other job related activities.

    b)Review and process all correspondence in a timely fashion.

    c)Submit all billings and invoices to the appropriate departments for processing.

    d)Check accounts on a regular basis for errors or payment.

    e)Keep a detailed filing system for information.

    f)Establish and maintain interdepartmental working relationships. Attend departmental supervisors meetings as requested.

    g)Keep contact with other fieldmen for programming ideas or joint projects.

    h)Review policy manual with the ASB and make changes as required.

    i)Be proficient in the use of a computer.

    j)Price and purchase necessary goods such as chemical and grass seed to keep programs running efficiently.

    k)Schedule bookings for the seed drill, water transfer system, spraying etc.

    l)Keep records of all work for future reference.

    3.Field Component:

    a)Supervise seasonal staff to ensure compliance with program objectives.

    b)Contact or visit all producers who had weed problems the previous year.

    c)Conduct surveys for agricultural pests throughout Starland County.

    d)Respond to farm calls for weed identification, tree problems, chemical damage, field crop insect and disease calls etc.

    e)Maintain agricultural plastic recycling facilities.

    f)Inspect recreation sites, gravel pits, elevators, railways etc. for weed problems.

    g)Take seed samples from all seed plants (stationary and portable) in the area and inspect them as required.

    h)Investigate livestock attacks by predators.

    4. Physical Demands:

    The work requirements of the assistant Agricultural Fieldman are varied and require a reasonable level of fitness to properly perform the tasks as outlined. This position requires periods of working within an office along with periods of work in the field in adverse conditions handling equipment weighing up to 22 kg. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.

    SAFETY COMMITMENT:

    Employee is responsible for full cooperation with all aspects of the health and safety program, including compliance with all rules and regulations, and for continually practicing safety while performing their duties. This position requires operation of County vehicle making it a safety sensitive position, so drug and alcohol testing is required on hiring.

    The Special Areas Board is looking for an energetic and highly organized Agricultural Fieldman. This unique position combines municipal and legislated responsibilities, managing agricultural programs in accordance with Alberta legislation and directives from the Special Areas Board. Appointed by the Agricultural Service Board (ASB), the Agricultural Fieldman promotes sustainable agriculture and supports producers in Special Area No. 4. The ideal candidate is proactive, thrives on multitasking, keeps teams aligned, and excels at working independently within a collaborative environment.

    Key Responsibilities:

    Lead the delivery of legislated and municipally directed agricultural programs that support sustainable rural development. Implement and manage programs related to weed, pest, disease, and soil and water conservation within Special Area No. 4.

    Serve as a designated municipal officer under the Weed Control Act, Agricultural Pests Act, and Soil Conservation Act.

    Conduct field inspections, ensure regulatory compliance, and provide technical guidance to local producers.

    Coordinate and deliver agricultural extension activities, including workshops, field days, producer publications, and social media outreach.

    Prepare annual budgets, secure and administer grant funding, and produce technical reports and updates for both provincial and local reporting. Train, and supervise seasonal field staff to carry out agricultural programming effectively and safely. Promote and maintain a strong culture of health and safety.

    Manage agricultural equipment, rental services, facilities, and chemical inventories in line with Special Areas Board policies and provincial regulations.

    Requirements:

    Completion of Grade 12 (or GED) is required. Preference will be given to applicants with post-secondary education in agriculture, natural resources, or a related field. A combination of education, skills, and directly related experience will be considered, provided the applicant holds and maintains a valid Pesticide Applicator’s License in Alberta. Must also maintain Vendor and Service Registration and a valid Form 7 Certificate for the municipality through Alberta Environment.

    Strong working knowledge of applicable provincial legislation, including the Agricultural Service Board Act, Weed Control Act, Agricultural Pests Act, and Soil Conservation Act, with the ability to interpret and apply this legislation to support local agricultural needs.

    Deep understanding of pesticide use, including chemical, biological, environmental, regulatory, and sustainability considerations. Demonstrated expertise in plant biology and identification, grassland ecology, and agronomy.

    Practical knowledge of local agricultural production practices such as livestock management, cropping systems, irrigation, and forage production. Experience with soil and water conservation programming suited to semi-arid environments.

    Skilled in communicating effectively with rural producers, coworkers, industry partners, and the public—both in writing and in person. Strong extension and public engagement abilities, including delivering producer outreach through articles, workshops, and public events.

    Proficient in Microsoft Office Suite, GIS systems, and municipal data management platforms such as Dynamics.

    Valid Alberta Class 5 driver’s license with experience operating farm machinery, ATVs, and UTVs. 

    This is a designated safety sensitive position and mandatory pre-employment drug testing will be conducted on newly hired employees.

    Position Responsibilities

    Reporting to the CAO and /or designate, the Agricultural Fieldman is the Administrator for the Agricultural Service Board (ASB) and is responsible for the implementation of all Agricultural Services and Integrated Vegetation Management programs, activities, and associated services within the Municipal District of Lesser Slave River.

    AGRICULTURAL SERVICES

    • Provide agenda items and background materials for the ASB meetings and attend all ASB meetings.
    • Provide the CAO and /or designate and the ASB with pertinent information, advice, and recommendations
    • Participate in meetings and committees as directed or requested by the CAO and/or designate or ASB
    • Assist the CAO and /or designate in the preparation and monitoring of the annual budget
    • Provide program reports as required to the CAO and/or designate
    • Prepare and maintain adequate records and files of agricultural programs, services, and activities
    • Compile statistical reports on matters relating to Agriculture Services within the Municipal District, and provide reports to various committees as required
    • Assist in the Preparation and submit grant applications and expenditure reports for submission to Alberta Agriculture and Rural Development and other granting agencies
    • Verify and approve invoices relating to the ASB operations
    • Prepare reports, draft correspondence, conduct field inspections and dialogue with Agricultural Producers

    • Prepare a five year business plan, reviewing it annually and track activities throughout the year

    • Produce and distribute quarterly (as required) information update mail-outs (“Rural Roots”) to all producers
    • Facilitate & partner to establish plots, demonstrations & research projects
    • Manages and supervises the Integrated Vegetation Management plan for the MD inclusive of all Municipality owned, leased and or controlled lands of various specific uses. These include road allowances, playgrounds, beaches, parks and open spaces, facilities grounds, and boulevards.
    • Actively manage and assist in the development and operation of horticultural and beautification programs of MD properties.
    • Maintain the Veterinary Services Incorporated (VSI) Program
    • Provide a diagnostic service for weeds, crops, trees, insects, and diseases to area residents
    • Provide unbiased agronomic information on crop, forage, and livestock production
    • Foster extension, cooperation, networking, and information sharing amongst farmers, governments, business, community organizations and industry
    • Attend and participate in other agriculture/environmental meetings, seminars, and workshops
    • Partner with AMA/Northlands for the bi-annual Farm Family Award
    • Participate in inter-municipal and inter-governmental projects and programs (i.e.: Grasshopper Survey, Drought Monitoring, Weed Survey, Crop Reports, etc.)
    • Partner with other agricultural organizations, business, community groups and industry to organize meetings, seminars, workshops, and tours
    • Administer, direct, and enforce delegated provincial legislation (ASBA, WCA, APA, SCA, and AHA), municipal policy and bylaws in an equal, consistent, and effective manner within the financial and human resource constraints of the municipality
    • Draft and enact policies and programs that meet the needs of the ASB
    • Provide information, direction and assistance on municipal, provincial, and federal government agricultural programs and services to ratepayers
    • Maintain a data base of information (program details, contact numbers, application forms, and deadlines) on current agricultural and environmental programs and services

    QUALIFICATIONS/EDUCATION/EXEPERIENCE

    • Grade 12 Diploma – Required
    • Degree or Diploma in Agriculture, Environmental, or Biological Sciences – Required

    Key Responsibilities

    • Pesticide Applicator Certificate (Agriculture, Industrial, and Landscape classes) preferred.
    • Predator Control Device Permit (Form 7) is an asset.
    • Member in good standing with the Association of Alberta Agricultural Fieldmen (AAAF) or the ability to qualify.
    • First Aid certification is an asset.

    Knowledge, Skills & Attributes:

    • Proficiency in Microsoft Office Suite.

    The County of Vermilion River is seeking a highly motivated individual to join our safety-oriented team as permanent full time Agriculture Fieldman based in Kitscoty, Alberta. Reporting to the Assistant Chief Administrative Officer, the Agriculture Fieldman manages and coordinates various projects related to agricultural and municipal services. The primary purpose of this position is to implement agricultural and environmental policies and programs and manage the agricultural resources of the municipality.

    This includes but is not limited to the planning, organizing, and coordinating of agricultural and environmental initiatives within the municipality and overseeing the delivery of various municipal services. In addition to field operations, this position involves planning and administration to ensure the County’s policies and strategic plans success

    KEY RESPONSIBILITIES

    • Knowledge of agricultural practices, including the applicable legislation related to the weed control, pest, and soil conservation acts.
    • Familiar with Municipal Services including waste management, water supply and sanitation, drainage, wildlife control and open spaces.

    • 5 years of related experience with 3 years of experience supervising staff preferably within a municipality.
    • Experience in work order management would be an asset.
    • Demonstrated strong organizational, time management, coordinating and prioritizing skills, and the ability to handle many tasks concurrently.
    • Excellent understanding of Provincial policies and legislation as they affect municipal government and specific areas of responsibility.
    • Proficient in the use of Microsoft Office applications.
    • Knowledge of GIS and GPS technology would be an asset.
    • Valid Class 5 Driver’s License.
